Housing, the Fifth Pillar of the Welfare State
The government is working on the design of a new State Housing Plan for 2026, aimed at strengthening the construction and rehabilitation of affordable housing

The Secretary of State for Housing and Urban Agenda, David Lucas, closed the VISO Conference, an event promoted by Ingeus – Daleph to discuss access to housing as a key social infrastructure. Lucas emphasized the need for consensus and viable solutions given the complexity of the housing issue and highlighted the government's efforts in planning, financing, and regulating the sector. He mentioned initiatives such as the Law on the Right to Housing, the Law on Architectural Quality, and the reform of the Land Law.
He also defended public-private collaboration and the rehabilitation of the existing housing stock to improve accessibility and energy efficiency. Additionally, he emphasized the creation of a new public housing and land company, along with strategies such as the State Housing Plan, the Recovery Plan with European funds, and the Affordable Rental Housing Plan, all focused on vulnerable groups.
During the conference, the report "Housing, the Fifth Pillar of the Welfare State" was presented. It analyzes the sector’s challenges and proposes structural solutions, including a 10-year action plan to build 1.8 million housing units with an investment of €250 billion. Proposed measures include adapting the public housing stock, public purchase offers, temporary cession of vacant homes, and management through non-profit entities.
In the "Comprehensive Housing Policies" roundtable, industry experts agreed on the need for long-term planning and innovative financing mechanisms to ensure a sustainable and affordable housing stock. Finally, the report calls for a National Housing Pact, involving all administrations and stakeholders to ensure stability and continuity in housing policies.
